As you may be aware, Same-Sex Adoption Law Reform commences in Victoria on 1 September 2016, thus bringing Victoria into line with other Australian States like New South Wales and Western Australia. It comes in the form of the Adoption Amendment Act 2015.
Whilst it will not fix the Federal-State mess with regard to couples who do surrogacy overseas, it will allow Same-Sex adoption in Victoria for the first time.
The Victorian Law Reform Commission has just released a Consultation Paper (August 2016) on a "Review of the Adoption Act 1984". You can download it here. There is no discussion of overseas surrogacy issues however, but it is a long and well researched paper, worth a read for those interested.
